OPENDJ-2692 Fix OpenDJ localization

Since our migration to maven (OPENDJ-1772) our localized jars now
contains hyphens instead of underscores.
This consequence is that i18 framework is unable to find localized
messages and always use English fall back.

This commit fixes the issue.

* opendj-server-legacy/pom.xml
** Separate localized jar names and artifact classifiers

* opendj-dsml-servlet/pom.xml
** Rename localized jars.
