Decouple some tests from running the server.

EnumRightTest.java:
Now implements DirectoryServerTestCase instead of the heavyweight AciTestCase.

AciBodyTest.java, EnumRightTest.java:
Now implements DirectoryServerTestCase instead of the heavyweight AciTestCase.
Need to fake the DirectoryServer.

TestCaseUtils.java:
Added startFakeServer() method to fake the DirectoryServer.

AttributeTypeConstants.java: ADDED
