Checkpoint commit for OPENDJ-1235 : Migrate configuration framework

All tests in org.opends.server.admin.server package are now migrated and run

* Refactor and clean AggregationServerTest in admin.server package
** Tests are running without server start

* Minor cleanup in ClientTest classes
