- skip cache persisting phase if the cache is empty.

- remove empty backends from the backend map and
   tighten the backend map entry removal loop.
 
- enforce max entries "zero means unlimited" which
   was lost when migrating to new admin framework.

- shuffle the order in which cache maps are populated 
   so all maps are up to date for some corner rotator
   use cases.
