OPENDJ-1708 Persistit: no rebuild-index support

Final commit for this bug.


Importer.java:
In processIndexFiles(), removed limitation to a single threaded ExecutorService. This is no longer relevant.
In DNState.checkParent(), fixed a bug introduced by r11907 that prevented "rebuild-index --rebuildAll" from working
In id2child() and id2SubTree(), inverted if statements to put exit condition first.
