OPENDJ-3089 Update schema handling in DirectoryServer to be based uniquely on SchemaHandler

- remove fields "schema" and "schemaConfigManager"
- add field schemaHandler
- schema is only managed through the schema handler
- update schema initialization process to work with schemaHandler
