docs: add documentation pages (#897)

# Changes

This adds a rudimentary documentation site for the theme based on the
theme.

- Add `docs/` content with the contents of the wiki
- Add a demo site under `site/` 
- Keeps the theme and site separate so the site uses the theme via Hugo
modules with a local replacement for development.

# Usage 

Run `npm run server` to build and serve the documentation from within
the repo.
