OPENDJ-1602 (CR-5566) New pluggable storage based backend

Split Persistit backend configuration into two:

* PluggableBackendConfiguration: configuration expected to be common for all pluggable backends
* PersistitBackendConfiguration: configuration expected to be specific to the Persistit backend.
