OPENDJ-2768 merge OpenDJ SDK, packaging, and manual pages sources with server

* renamed opendj-sdk-bom to opendj-bom
* renamed opendj-sdk-parent to opendj-parent
* removed redundant pom meta-data from former parent poms
* optimized Debian packaging
* auto enable platform dependent packaging using profiles which detect
host environment
* factor out other common properties and settings into parent pom
* moved repository configuration into BOM
* man pages build enabled using "docs" profile
* packaging build enabled using "packages" profile.
