Fix for OPENDJ-321: Expand dsconfig reference with more examples and descriptions of subcommands

This adds support for generating the list of subcommands, which is in the doc under trunk/opendj3.
This also adds the generated man page for inclusion in native packages.

When the projects merge, it would be good to automate the whole thing.
