Add cli message resource bundle

Add cli message resource bundle

* Add resource bundle for locales: ca_ES, de, es, fr, ja, ko, pl, zh_CN, zh_TW.
* For each locales, add the translation of ERR_TOOL_CONFLICTING_ARGS message
